Commissioners Minutes
August
13, 2007
The
Board of Adams County Commissioners met this day with the following
present: Chairman Bill
Brown, Commissioner Joe Holmes and Clerk Sherry Ward. Commissioner Mike Paradis was not
present for the morning session.
Whereas
the following proceedings were had, to-wit:
Chairman
Bill Brown opened the Adams County Commissioner meeting.
MINUTES: Joe Holmes made a motion to
approve the July 23rd and July 30th minutes. The motion was seconded by Bill
Brown and passed unanimously.
CLAIMS: Joe Holmes made a motion to
approve the claims as presented.
Bill Brown seconded the motion, which passed unanimously.
Clerk
Sherry Ward left the meeting for the Clerk’s Conference. Deputy Clerk Peggy Pinkal joined
the meeting.
ANGLAND
HEIGHTS: Mike Olsen,
Developer, met with the Board regarding the preliminary plat for the
Angland Heights Subdivision.
The preliminary plat has been presented to the Planning &
Zoning Commission and passed for approval on to the Board. Joe Holmes made a motion to
approve the preliminary plat as presented. The motion was seconded by Bill Brown and passed
unanimously. The Board
requested Mike present the plat to the Housing Authority and let the
Board know how the process worked.
SHERIFF
MATTERS: Rich Green,
Sheriff, met regarding Sheriff matters. Sale of surplus vehicles discussed. Sale was to be discussed with Myron
Gabbert, Prosecuting Attorney, and Rich will get back to the Board on how
the sale is to proceed.
ROAD
& BRIDGE: Tom
Glenn, Road Supervisor, met regarding road matters. Wages for Bill Hutchings were
discussed. Bailing of metal
at the landfill and the transfer site was discussed the process is
working well. The company
bailing the metal has the capability of bailing motor vehicles so the
work is progressing faster.
Rocking of Substation Road was discussed. The Board decided to hold off on
doing the rock on Substation Road at this time. Ferrell Road in Meadows is complete. Tom advised the Board he has
found a brush whacker for the new tractor to clear brush along roadways
for an approximate cost of $10,800.00. The Board will discuss the purchase and get back to
Tom later.
ELECTED
OFFICIALS: Connie Kesler,
Treasurer, Karen Hatfield, Assessor, and Ginger Getusky, Deputy Assessor,
met with the Board.
Discussion was held on the assessments on property and how long it
takes for the values to reflect the sales data. The Knight property information was updated. Scot Kump, UnderSheriff, joined
the meeting. Warren Rice,
Deputy Appraiser, joined the meeting. Life Flight coverage for County Employees was
discussed. Connie reported
on the Treasurer’s Convention.
PACKER
JOHN PARK RESTROATION:
Morris Krigbaum, Marla Krigbaum, Historical Society, Barry Michel,
Nita Branstetter, Dean and Sandy Dryden, Susan Bond and Rodney Pratt met
with the Board regarding Packer John Park. Marla made a presentation regarding the Packer John
Cabin Park. The Historical
Society does not want the 10 acres of the Park to be bisected by the road
into a subdivision. Other
options were presented to keep the Park in one piece and usable as a day
use only area with an interpretative center. The Board would like to have a Committee set up and in
place with 5 to 10 people to work on the proposal. Scot Kump, UnderSheriff, joined
the meeting.
MAPPING
FEES: Karen
Hatfield, Assessor, met with the Board. This being the time and date set for a hearing on the
proposed mapping fees for the Assessor’s office, the hearing was opened
by Chairman Brown. Karen
explained how the fees were arrived at. No one appeared to testify on the fees. Joe Holmes made a motion to
approve the fees as presented.
The motion was seconded by Bill Brown and passed unanimously. A Resolution will be prepared for
signature on August 20, 2007.
Fees will be changed starting at 2:00 p.m. this day.
Warren
Rice, Deputy Appraiser, joined the meeting regarding the change in the
classification of property for an Ag Exemption. Classification will be changed for the future but will
stay the same for the current year.
Motion was made by Joe Holmes to deny the cancellation of taxes. The motion was seconded by Bill
Brown and passed unanimously.
TAX
CANCELLATION: The
tax cancellation for Eldon Paradis was discussed. The Board would like to take the
cancellation under advisement for further investigation.
ASSESSOR
NEW COMPUTER: Ginger
Getusky, Deputy Assessor, joined the meeting to request the purchase of a
new computer for the Assessor’s office. Approximate cost of the new computer is $900.00. Joe Holmes made a motion to
approve the purchase. The
motion was seconded by Bill Brown and passed unanimously.
BIOMASS: Pete Johnston, BioMass
Coordinator, met. Discussion
was held on what has been happening in the BioMass in the past month.
Commissioner
Mike Paradis joined the meeting.
NATURAL
RESOURCE COMMITTEE:
Dave Feil, Wendy Green, Ron Roesner, Nature Resource Committee
members, met for a discussion regarding the Forest Service Travel
Plan. Dave Feil read a
statement from the Natural Resource Committee as to the stand they have
on the Travel Plan. The
Board will attend a meeting with the Forest Supervisor on August 15th.
Judge
Greg Culet, Administrative Judge, and Dan Kessler, Trial Court
Administrator, with the Third Judicial District met with the Board for
general discussions regarding funding and issues of concern for the
County and the District.
CATERING
PERMIT: Joe Holmes
made a motion to approve the Catering Permit for the Nampa Elks for
August 17th through the 19th. The motion was seconded by Mike
Paradis and passed unanimously.
PROSECUTING
ATTORNEY: Myron
Gabbert, Prosecuting Attorney, met with the Board. Discussion was held on the Yantis
Rock Pit. Discussion was
held with Rich Green, Sheriff, regarding the sale of the surplus County
vehicles.
With no
further business to come before the Board the Board took a recess until
August 20, 2007.
