Commissioners Minutes

June 27, 2007

 

 

The Board of Adams County Commissioners met this day with the following present:  Vice-Chairman Mike Paradis, Commissioner Joe Holmes, and Clerk Sherry Ward.  Cliff McLean, State Tax Commission, Robin James, Appraiser, Warren Rick, Appraiser and Karen Hatfield, Assessor were also present.

 

Whereas the following proceedings were had, to-wit:

 

BOARD OF EQUALIZATION:  Joe Holmes made a motion to move into the Board of Equalization.  The motion was seconded by Mike Paradis and passed unanimously.

 

RICH & CONNIE AUSTIN:  Parcel RP001700240220A.  The hearing was conducted by conference call with Mr. Austin.  Mr. Austin started the hearing with a description of the like properties that have sold, he believes he should be assessed at $80,000.00 not $121,000.00. Mike Paradis described how the ratio studies are done and how the County must be in compliance with the State Tax Commission.  Mr. Austin said he had talked with a realtor from Coldwell Banker and Crawford Company stating 57 lots similar to his are for sale, the landowner has to keep lowering his sale price.  Joe Holmes made a motion to affirm the Assessor’s value.  The motion was seconded by Mike Paradis and passed unanimously.  Karen Hatfield told Mr. Austin he had 30 days to appeal on to the State Board of Appeals and instructed the Clerk to fax the forms to Mr. Austin.

 

KIRT & SANDRA AMBROSE:  Parcel RP16N01W113708A.  Mike Paradis stated the issue is the value of the pre-HUD manufactured home.  Sandra Ambrose said the manufactured home is not worth anything; they cannot give it away or trade it in.  Mike stated the County must be in compliance with the State, which is 90-110% of market value.  If the County does not comply then the State will step in and do the changes at a cost to the County.  Robin James, Appraiser, stated the home does have value.  Sandra said it is not worth the $26,000.00 you are assessing me.  Robin stated the home is the lowest category it can be in and we compare it to like property.  Cliff McLean said the County is in 65% of market value.  Sandra said she did not have enough time to bring in more information.  Mike Paradis said the Ambrose assessment would be given a continuance until July 5, 2007 at 11:30 AM.

 

FIVE WATERFRONT INVESTMENT LLC,:  Scott Hollinger and his father were present to discuss the value of his parcel, RPC00000143010A.  The property is the old Forest Service office, 8,000 square feet of space, not being rented at this time.  Warren Rice, Appraiser, said he and Cliff McLean physically went up to look at the property one more time to see if any other changes could be made.  The Assessor made the following adjustment to the property, $591,614.00 and the land to $47,723.00.  Scott said the value of the building should be based on income not a cost basis.  Cliff said no occupancy, no income and in the area no other comparisons.  Joe Holmes made a motion to affirm the Assessor’s adjusted values.  The motion was seconded by Mike Paradis and passed unanimously.  Karen Hatfield told Scott that he may appeal to the Idaho Board of Tax Appeals if he wishes to.  The Clerk gave Scott the property tax appeal form.

 

JAY & MARY NICHOLS:  Parcel RP001500170220A.  The property is located in the MeadowCreek Subdivision.  The hearing was conducted via conference call.  The assessment value is $121,500.  Mr. Nichols believes the value to be $95,000.00.  Mr. Nichols told the Board that Crawford Company has several like properties that are listed under $90,000.00.  Mike Paradis stated the County must be in compliance with the State, which is 90-110% of market value.  If the County does not comply then the State will step in and do the changes at a cost to the County.  Joe Holmes made a motion to affirm the Assessor’s value of $121,500.00.  The motion was seconded by Mike Paradis and passed unanimously.  Karen Hatfield told Jay Nichol he has the right to appeal to the Idaho Board of Appeals if he wishes to do so.  Mr. Nichol ended the conference call.

 

JAMES PENN:  Parcel RO15N01W363001A.  The value in question is decking (improvements), the County assessed a value of $8,809.00.  Mr. Penn believes it to be only $6,746.62.  The hearing is to be conducted via conference call at 3:00.  Mr. Penn did not phone in, the Board waited until 3:30.  Joe Holmes made a motion to affirm the Assessor’s values of $8,809.00 for the improvements.  The motion was seconded by Mike Paradis and passed unanimously.

 

WILLIAM AND HANNE ANDERSON:  The Andersons’ have 8 parcels in question.  Mr. Anderson stated he is objecting to the increase on improvements.  Robin James said roof covers were not assessed due to an error from previous appraisers.  Parcel numbers ending in 20038A and 20040A have no adjustments.  Joe Holmes made a motion to affirm the Assessor’s values $4,387.00 for parcel number ending in 20038A and $4,542.00 for parcel number ending 20042A.  The motion was seconded by Mike Paradis and passed unanimously.  Karen Hatfield told William and Hanne Anderson they have the right to appeal to the Idaho Board of Appeals if they wish to do so.  The other six parcels show reductions as follows:  20012A-$959.00, 2005A-$910.00, 20015A-$1,019.00, 20020A-$1074.00, 20025A-$1,594.00 and 20030A-$1,955.00 for a total of $7511.00.  Joe Holmes made a motion to change the values on the six parcels according to the recommendations of the Assessor.  The motion was seconded by Mike Paradis and passed unanimously.

 

RICHARD BURDEN:  Karen Hatfield, Assessor, asked for a reduction on property owned by Richard Burden due to some outbuildings that were torn down.  Joe Holmes made a motion to approve the reduction.  The motion was seconded by Mike Paradis and passed unanimously.

 

ERIC ROSENGRANT:  Karen Hatfield stated a homeowner’s exemption was overlooked and would need to be applied.  Joe Holmes made a motion to approve the exemption.  The motion was seconded by Mike Paradis and passed unanimously.

 

GEORGE JOHNATHON PATTON:  Parcel RP18N02E021900A.  The values in question were land and improvements.  The hearing is to be conducted via conference call at 4:30 pm.  Mr. Patton did not phone in, the Board waited until 5:00.  Joe Holmes made a motion to affirm the Assessor’s values.  The motion was seconded by Mike Paradis and passed unanimously.  The Clerk will send the property tax appeal form to Mr. Patton.

 

With no further business to come before the Board the Board recessed until July 5, 2007.
