The Board of Adams County
Commissioner met this day with the following present: Chairman Bill Brown,
Commissioners Mike Paradis and Joe Holmes, Clerk Sherry Ward, Building
Inspector Don Horton and Pam Murphy, Developer Representative Gordon
Sorenson and concerned citizens of the New Meadows area.
Whereas the following
proceedings were had, to-wit:
Chairman Bill Brown opened
the hearing.
Public Hearing: Carr Ranch LLC rezone from ATG to
R-1
Gordon Sorenson
started the public hearing with a description of the proposed
property. Stating the
developer is asking for a zone change from ATG to R-1 for Carr Ranch LLC
Subdivision located off South End Road, New Meadows, Idaho. The developers are Todd Likens
and Rick Hayes from Bend, Oregon, are proposing approximately 90 lots on
600 acres.
Don Horton, Building
Inspector, gave an overview of the land; the land is zoned
agriculture/timber/grazing with a flood plane.
Mike Howard, Walkers
Timberline Subdivision, asked if the entrance could be relocated. Mr. Howard’s home is directly
across from the proposed entrance; he did not want the car lights in his
living room.
Kurt Becker, a
certified Biologist and property owner near proposed property, said the
ridgeline is a migration corridor for animals. Kurt would like to see the road that is proposed on
the ridgeline to be moved.
The proposed subdivision will have large implications on the South
End Road; the road is too narrow and would like to see a bike/walking
path put along the side of South End Road. Kurt also asked if the developer had contacted
organizations such as Nature Conservancy about putting the land into a
conservation easement.
Mary Moreaux,
resident of South End Road, asked if the developer could please try to
accommodate the existing families.
Brad Masingill,
Loraine Carr’s attorney, said he contacted the Nature Conservancy
organization about putting the property into a conservation
easement. Nature Conservancy
said they would not be interested in the property.
Dean Dryden, area
rancher stated he has looked into putting property into a conservation
easement, the organization said their priority is in central Idaho. Dean stated he supports Loraine
Carr.
Evertt Osborn, area
rancher stated he called Nature Conservancy ten years ago asking about
his property. Nature
Conservancy said 600 acres was too small.
Debbie Barnett,
rancher near proposed area asked who would be maintaining the fences, and
more dogs will be running in the area. Debbie stated that the Western Pacific Timber land
fences are not kept up.
Barbara Grindle
asked about the size of the lots which some are as low as 3 acre lots and
the larger ones being approximately 20 acres and a common area being
approximately 70 acres.
Eric Higgins,
realtor said the other proposed subdivision owner stated he would help
with the cost of upgrading South End Road. Bill stated he has not seen a proposal on the
subdivision Eric is talking about.
Mickey Edy, adjacent
landowner asked where the main entrance is? Old Carr land and Southeast
corner of Walkers Timberline Subdivision.
Debbie Barnett asked
who would be responsible for maintaining the fences? Gordon Sorenson said, “Fence laws
are in place”. Mike Paradis
said the CC&R’s would address the fences; the people will fix the
fences. Debbie said trying
to get landowners to fix fences doesn’t work.
Bill Brown said the Board
does not enforce CC&R’s and there is usually no funding for fences
from the CC&R’s.
Bill asked Stan Hall,
County Road & Bridge, to tell the public what information he has
gathered regarding the South End Road. Stan said the road will need to be expanded, power
poles and ditches moved and more right of way will need to be acquired.
Bill said he is concerned
about density.
Bill said the Board will
hold the hearing open for 10 days and will make a decision on Tuesday,
May 29th.
